1) A permanent residence permit (PRP) in Ukraine must be replaced within 1 month in the following cases:
-
reaching the age of 25 or 45 (only if you hold an old-style PRP booklet);
-
change of first name, last name, or citizenship;

change of transliteration of the name (e.g., Anastasiya → Anastasiia);

the permit is unfit for use (torn, laminated, the photo or personal data are worn, etc.).
2) If you do not renew or exchange the PRP within 1 month, you will have to pay a fine.
3) In case of theft or loss of a PRP, you must obtain a new biometric ID card.
4) A PRP issued as an ID card must be renewed (reissued) no later than 15 business days before the expiry date indicated on the front side of the document.

Why do you need to replace a Permanent Residence Permit (PRP) in Ukraine?
Ukrainian law clearly defines the cases when a PRP must be replaced.
If you fail to replace it on time, the document becomes invalid: you won’t be able to leave Ukraine, use bank accounts or access public services. A fine may also apply for staying with an invalid document.
If the obligation to replace the PRP arose after 24 February 2022 and the deadline was missed during martial law, the fine does not apply.
Exception: citizens of the Russian Federation.
When must a Permanent Residence Permit be replaced?

Expiry of the document.

Change of data on the ID card (name, citizenship, obtaining a second citizenship, etc.);

Detected error in the recorded data;

The card is unfit for use (damage, wear, unreadable chip, problems with the contactless electronic carrier, etc.);

Reaching the age of 25 or 45 — only for old-style booklet PRPs.
Additionally, it is advisable to replace an old “indefinite” booklet with a new plastic biometric ID card. This eliminates doubts about document validity and provides convenient access to your documents in the Diia app.
In case of loss or theft of a PRP, a new document is issued to replace the lost/stolen one. Technically, this is not a “replacement/ exchange”, but the procedure is similar.Where to submit documents for PRP replacement?
Submit the application and documents to the local office of the State Migration Service at your place of residence. In some cities, you can also apply via CNAP (Administrative Service Centers) and SE “Document” service centers.

When must documents be submitted to exchange a Permanent residence permit (PRP)?
You must submit documents to exchange your PRP:

within one month after the relevant grounds arise (turning 25/45, change of personal data, etc.);

no later than 15 business days before the expiry date if the exchange is due to the card’s validity ending.
A Permanent residence permit not exchanged within the prescribed time is considered invalid.How long does the PRP exchange take?
By law, the exchange is processed within 15 business days from the date of application.
- Since the SMS verifies the legality of the immigration permit and the grounds, minor delays are possible.
- If the exchange is processed not in the unit that issued the immigration permit, processing may exceed 15 business days.
Validity of the new plastic PRP ID card?
The new-format PRP ID card is valid for 10 years.
Fines for missing the PRP exchange deadline?
For late exchange of a PRP, the fine is UAH 3400–5100. The fine is paid at the SMS office at the place of registration. The payment receipt must be submitted together with the exchange application. In addition to the standard document set, you must provide the offence report and the fine payment receipt.
Do I have to change the ID card at ages 25 and 45?
A PRP in ID-card form is exchanged only when the card’s validity expires. The date is shown on the front of the card / in the certificate / on the photo. Submit documents no later than 15 business days before the expiry date.
What to do if the PRP is lost or stolen?
If your PRP has been lost or stolen in Ukraine, you must apply to the State migration service of Ukraine within 3 business days; in case of theft, also report to the National Police.
After filing, to reissue the PRP you submit the standard exchange document set. The PRP is produced under the regular timeline; a new card is issued.

At what age must a Permanent Residence Permit (PRP) be exchanged in Ukraine?
Note: this applies only to the old booklet-type PRP. Holders of the ID card do not need to replace it at 25/45.
What if I didn’t “glue in” a photo at 25/45?
If you miss the one-month deadline, you must pay a fine (not applied during martial law), then file for exchange. The fine is usually paid at the SMS; sometimes at the Illegal Migration Unit.

No. But if you have it, apply it — the will be included in the card that helps to link the PRP to "Diia".

I have a “permanent temporary residence” booklet. Do I need to change it to a new one?
A temporary permanent residence permit is another name for the old-style permanent residence permit form. Although the document itself appears extremely outdated, if your information hasn't changed and you haven't missed the renewal deadline at age 25 or 45, this document remains valid. Moreover, if you received it after age 45, it's valid for you indefinitely, as it has no expiration date.
However, questions regarding the authenticity of such a document can often arise, as such forms haven't been issued for many years and cannot be verified through the State Migration Service website.
Also, this type of residence permit cannot be added to "Diia".
At your request, a temporary permanent residence permit can be exchanged for a new-style form.
