Temporary residence permit in Ukraine (TRP) is a form of legal stay for foreign nationals for a fixed period with the right of renewal. As long as the document is valid, a foreign national may freely enter and leave the country and remain in Ukraine without limits on the length of stay.

Grounds for obtaining a TRP:
- employment;
- business registration/participation in a business in Ukraine;
- marriage to a citizen of Ukraine or a migrant;
- study at a higher education institution in Ukraine;
- volunteer activity;
- other legal grounds.

To obtain a temporary permit, you must collect a package of documents and apply to the Migration Service at your place of residence. Provided the documents are in order and the foreigner is in Ukraine legally, the temporary residence permit will be ready within 15 working days.

After receiving the temporary permit, you must register/declare your place of residence (registration). The law allows 30 calendar days for this.

When the validity of the temporary permit expires, it must be extended, or the document must be returned to the Migration Service that issued it.

What is a temporary residence permit in Ukraine?
A temporary residence permit (TRP) is an authorization for a foreign national or a stateless person to reside lawfully in Ukraine, granted on a specific ground (employment, study, marriage, etc.), issued as an ID card for the duration of that ground, and it may be reissued repeatedly provided the ground remains.
Rights and obligations with a temporary residence permit in Ukraine:
The temporary residence permit entitles a foreigner to:

cross the border freely without visas;
-
live in Ukraine without the 90/180 calculation;

open bank accounts;
-
study and use medical services;
-
work officially (subject to obtaining a work permit);
-
run a business.
At the same time, the TRP holder must:

register their place of residence;

extend the document on time or return it;
-
pay taxes as a resident (if staying in the country for more than 183 days);

comply with Ukrainian laws; for serious violations, the status may be cancelled.
How to obtain a temporary residence permit in Ukraine?
To obtain a temporary residence permit, you must:

have legal grounds — full list of grounds for a TRP;

be in Ukraine legally. If the foreigner is outside Ukraine, check whether a D-type visa is required to obtain the permit;

Documents issued by the competent authorities of foreign states are subject to legalization/apostille in the prescribed manner, unless otherwise provided by Ukraine’s international treaties. Such documents must be submitted with a notarized translation into Ukrainian.

For the issuance of a residence permit, state authorities are prohibited from requiring from foreigners, their family members, employers or other persons any documents or information not provided for by the legislation of Ukraine.

Foreigners and stateless persons staying in the territory of Ukraine are required to have a valid passport.

Processing time for a temporary residence permit in Ukraine
A temporary residence permit in Ukraine is issued within up to 15 business days from the date the application for its issuance is filed.
A stamp about obtaining a temporary residence permit is not affixed in the foreigner’s passport.Reasons for refusal to issue a temporary residence permit in Ukraine
A decision to refuse a foreigner the issuance of a temporary residence permit is made in cases of:

the need to ensure national security or public order;
-
the need to protect public health, the rights and legitimate interests of citizens of Ukraine and other persons residing in Ukraine;
-
when forged documents are submitted by a foreigner, or documents of an established form that belong to another person;
-
when facts are established of a foreigner’s failure to comply with court decisions or decisions of a state body authorized to impose administrative penalties, or when there are other unfulfilled obligations to the state, individuals or legal entities, including taxes or other mandatory payments, within the term set by Ukrainian legislation;
-
when, during the previous year, the foreigner was subject to forced return or removal from Ukraine, or is within the period of a ban on further entry into Ukraine;
-
other cases provided for by law.
Actions after obtaining a temporary residence permit in Ukraine
No later than 30 calendar days from the day of obtaining the permit, a foreigner is obliged to register the place of residence, for which it is necessary to contact the Administrative Services Center at the place of residence or the village/city council at the place of residence.
The foreigner must also submit a declaration — on entering new data into the register of the territorial community at the declared place of residence.
As a result of both the declaration and the actual place of residence, information is entered into the register. The foreigner must obtain an extract or an information certificate from the Diia portal.
In case of a change of place of residence, re-registration is carried out and the Migration service is notified.
If, during the validity of the temporary residence permit, the data in the documents submitted for the permit change, or personal data change, you must:

Within one month, apply for the exchange of the temporary residence permit — if personal data have changed.

Within 10 days, notify in writing the Migration Service that issued the permit — if other details have changed (e.g., address of residence, job position under the employment contract, a new passport has been obtained).
The temporary residence permit has expired — what should you do?
Upon the expiry of the residence permit, a foreigner must leave Ukraine within 7 days. It is also necessary to deregister the place of residence and return the ID card (temporary residence permit) to the Migration service unit that issued it.
Can a temporary residence permit be extended?
Yes, a temporary residence permit can be extended if there are legal grounds. The extension application and the relevant set of documents must be submitted no later than 15 business days before the current ID card expires. How do I know whether I can obtain a temporary residence permit in Ukraine?
To obtain a temporary residence permit in Ukraine, you first need to determine whether you have legal grounds for it. You can see the full list of grounds on this page in the section Detailed information on obtaining a temporary residence permit in Ukraine.
If you are eligible for a residence permit, you must obtain a type D visa based on the relevant ground (except for citizens of Azerbaijan, Belarus, Armenia, Georgia, Moldova, Uzbekistan), collect the document package corresponding to your ground, and submit it to the Migration Service at your place of residence. In some cities, documents can also be filed with Administrative Service Centers and Passport Service offices.
How to get a temporary residence permit in Ukraine without grounds?
If you do not fall under any of the grounds listed above, the best option to move to Ukraine for temporary residence is to start a business.
To do this, you need to establish a company where you will be the founder and director. On this basis you can obtain a work permit for a foreigner or an LBG, get a type D visa (not required for citizens of Azerbaijan, Belarus, Armenia, Georgia, Moldova, Uzbekistan) and submit the documents for a residence permit. The permit will be valid for the same period as your work permit. You can obtain the documents for 2 years at once. The TRP can be extended an unlimited number of times provided the business operates, taxes are paid, and company reports are filed.

Do I need a visa to obtain a temporary residence permit in Ukraine?
Can I obtain a type D visa while in Ukraine?
No. A visa can only be obtained abroad, at Ukrainian diplomatic missions or authorized visa centers such as VFS Global.
You may apply for a visa in your country of citizenship or in the country of your temporary/permanent residence.
In some cases, you can apply in third countries as well — please check with the diplomatic missions in each specific case.
Do I need a registration (“propiska”) to obtain a temporary residence permit?
You must register (declare) your place of residence within 30 days from the date the TRP is issued.
What should I do after receiving a temporary TRP?
Once the registration is successful, you can obtain an extract confirming the place of residence on the Diia portal or from the authority that registered you. There is no need to bring this extract to the Migration Service.
If you have exchanged (extended) your TRP, contact the ASC or the village/town council where you are registered and enter the details of the new document into the territorial community register. If necessary, obtain a new registration extract.
What if my TRP application was refused?
What if my temporary TRP was annulled?
If the annulment is unlawful or mistaken, submit a complaint to the SMS of Ukraine requesting that the decision be reviewed and the permit reinstated. Attach documents supporting your case.
If the annulment is lawful, you must return the TRP card and leave Ukraine within 7 days, having first dealt with the annulment of other documents. After the grounds for annulment have been removed and you return to Ukraine with a type D visa (not required for citizens of Azerbaijan, Belarus, Armenia, Georgia, Moldova, Uzbekistan), you can apply for a new TRP.
What if my temporary TRP has expired?
However, if the permit expired during martial law, it remains valid until the date martial law ends is cancelled plus 1 month. You do not need to return it. In this situation, if you wish, you may reapply on another legal ground.
We also recommend renewing (exchanging) your documents on time. Although an expired TRP allows you to depart and lawfully stay in Ukraine, most institutions will require current, valid documents.
