Service card of a foreign company representative office employee 

1) Representative offices are not required to issue a work permit for their foreign employees, it is enough for each of them to receive a service card from the Ministry of Economy of Ukraine.

2) The service card is valid for up to 3 years.

3) The service card of a representative office employee is the basis for obtaining a temporary residence permit.

Is it obligatory to obtain a service card for employees of representative offices - foreigners?

According to paragraph 16 of the “Instructions on the Procedure for Registration of Representative Offices of Foreign Business Entities in Ukraine”, the Ministry of Economy of Ukraine issues special service cards to non-residents - employees of representative offices of foreign business entities, which are valid throughout Ukraine.

For how long can a service card be issued?

Service cards are issued for up to three years and provide the right to apply to the Migration Service for a temporary residence permit in Ukraine. However, the residence permit is issued for a period of 1 year with the possibility of extending the validity period.

Is it necessary to cancel the service card after the work termination of a foreigner in the representative offices?

The service card is a document of strict accountability and have to be returned to the place of its issue after the termination of the powers of the employee of the representative office.

How many foreigners can be employed at a representative office?

Usually, the registration certificate indicates that no more than three foreign employees can work. However, the number of employed foreigners can be increased.
