IT specialists and immigration to Ukraine: how to get a residence permit

The Ministry of Economy of Ukraine annually approves a list of specialities whose demand can be met through the immigration of foreign specialists. Foreigners who have qualifications in one of these specialities is entitled to immigrate to Ukraine and obtain a permanent residence permit (PRP).

This option is a great opportunity for foreign nationals who do not have family or ethnic ties to Ukraine but wish to live and work here legally.

Which professions are included in the list of the Ministry of Economy of Ukraine?

The list of in-demand professions is updated annually and includes various occupations, from plumbers to train assemblers.

However, this procedure is particularly well-developed for IT specialists. The recognition process for IT qualifications is carried out with the involvement of the Ministry of Digital Transformation of Ukraine, making it more transparent and efficient.

Steps for Immigration for Highly Qualified Specialists:

1. Obtaining confirmation of qualification compliance with immigration requirements

  • Submitting an application and supporting documents to the Ministry of Economy of Ukraine and the relevant specialized ministry that approves the specific profession.
  • Receiving a decision on qualification compliance (1–3 weeks).

2. Submitting an immigration application to the State Migration Service of Ukraine or the Embassy, Consulate of Ukraine

Please note that not all Ukrainian embassies and consulates accept immigration permit applications. It is necessary to check in advance whether document submission is possible at the specific location where you plan to apply.
  • Preparing a package of documents for the immigration permit.
  • Submitting the documents to the Migration Service at the place of residence or to the Ukrainian Embassy/Consulate.
  • Waiting for the decision from the Migration service on granting the immigration permit. If the documents are submitted directly to the Migration service, the processing time is 6 months; if submitted to a Ukrainian diplomatic mission abroad, the processing time is 1 year.

3. Obtaining a permanent residence permit (PRP)

  • Submitting the documents and obtaining the PRP (15 business days).
Depending on nationality and whether the applicant holds a temporary residence permit in Ukraine, obtaining a D-01 immigration visa may be required for PRP application.

4. Registering a place of residence

After obtaining a PRP, it is necessary to register the place of residence in Ukraine.

Additionally, it is recommended to obtain an Individual Taxpayer Number (TIN), which is required for official employment, business activities, opening bank accounts, and other legal procedures.
