Ukrainian TIN Guide: Get Your Tax Number from Abroad

A Ukrainian Tax Identification Number (TIN, “ІПН”) is required for a foreigner in order to be able to work officially, open bank accounts, buy property, register a company, or receive most of the public services.

If you’re abroad—or simply can’t appear in person—you can still obtain a TIN by authorizing a representative.

Can a foreigner apply for a tax code remotely?

Yes. Ukrainian law allows a trusted representative to apply for TIN based on a notarized power of attorney (PoA).

Step-by-step remote process to get Ukrainian tax code:

1) Prepare a notarized power of attorney

  • If you are abroad:
    Issue the PoA with a local notary. In most countries the PoA must then be apostilled (Hague Convention countries) or consularly legalized (non-Hague countries).
    Tip: The exact method depends on the country where the PoA is issued. Contact us — we will let you know the right way.

  • If you are in Ukraine:
    Sign the PoA with a Ukrainian notary (no apostille/legalization needed).

The original PoA must be couriered to your representative in Ukraine. Scans are not enough for filing.

Send a scan of a personal data page in your international passport, inform where you are going to make the PoA ahead, and get the draft with information on additional actions needed to be done with the PoA.

2) Provide identity documents and basic data

Depending on your status, requirements differ slightly:

  • No residence permit, outside Ukraine:

    • Scan of foreign passport (if a photo: good lighting, all edges visible, no fingers);

    • Place of birth and detailed current foreign address.

  • No residence permit, in Ukraine:

    • Photo/scan of your foreign passport (as above);

    • Proof of lawful stay (e.g., stamps/entries evidencing legal entry; for the past 180 days or visa);

    • Place of birth and ailed current foreign address.

For TIN applications, any foreign-language documents must be accompanied by a Ukrainian translation. Translations must be prepared and notarized in Ukraine. Once we receive your documents, we’ll arrange the translation and notarization—no action is required on your side.

  • With a Ukrainian residence permit and registered address:

    • Scan of temporary or permanent residence permit;

    • Scan of your address registration extract.

4) Filing with the tax authority

Your representative submits the PoA, translated documents, and application form to the competent tax office. After issuance, the TIN is recorded in the State Register.

5) Receiving your TIN

Your representative will obtain the TIN certificate and share it with you in the format you prefer (scan, courier, or both).

Do I need to send original documents?

You must send the original PoA. For passports and residence permits, clear scans are enough for translation and filing.

  • Hague Convention country: Apostille.

  • Non-Hague country: Consular legalization.

What if my lawful stay in Ukraine has gaps?

If you are physically in Ukraine without a residence permit, ensure your stay is legal at the time of PoA notarization. Border stamps/entries or other migration documents may be requested.

How long does it take?

Timing varies by workload and location. Your representative can advise current typical timelines.
