Cabinet of Ministers Resolution No. 141 of 05.02.2026 amended Resolution No. 1202 of 21.10.2022. As of 7 May 2026, the extension of temporary residence permits introduced during martial law comes to an end.

Foreigners who have not yet exchanged their documents must do so by 4 August 2026 inclusive.

Who Is Affected

The obligation to exchange applies to foreign nationals and stateless persons whose temporary residence permit renewal deadline fell after 24 February 2022. It was specifically for this category that automatic extension was introduced in 2022 — that extension is now coming to an end.

Foreign nationals whose renewal deadline has not yet arrived must apply for renewal no later than the last day of their permit's validity — on general terms.

Important note regarding Russian citizens: the extension of residence permit validity introduced by Resolution No. 1202 of 21.10.2022 did not apply to them. In other words, nothing changes for them — they did not have this benefit previously either.

Key Dates

  • 07.05.2026 — the resolution comes into force, the extension ends.
  • 04.08.2026 — the deadline for submitting documents to renew a temporary residence permit for those covered by the resolution.

Practical Advice

Do not wait until August. The Migration Service will receive a large volume of applications simultaneously — queues and delays are inevitable. It is better to submit documents in advance.

It is also likely that when renewing expired permits, the Migration Service will scrutinise the current grounds for stay and other details more carefully.

Therefore, if anything has changed since the previous permit was issued — employer, grounds for stay, marital status — this must be resolved before submitting documents. A discrepancy between the documents and actual status carries the risk of being refused renewal.
