Can a foreigner with a residence permit in Ukraine use a visa-free regime?

The regime of entry to any country in the world is determined by citizenship, and not by the presence of a residence permit in any of the countries. Therefore, the Ukrainian residence permit gives the right to enter only Ukraine.

For other countries, the fact of obtaining Ukrainian permanent residence by a foreigner may affect, for example, the procedure for issuing a visa or residence documents.

This also applies to the visa-free regime between Ukraine and the EU. A foreigner who has received a residence permit in Ukraine does not acquire the right to visa-free border crossing with the EU countries, only citizens of Ukraine have such a right.

Therefore, if a foreigner with a residence permit in Ukraine is a citizen of a state that has concluded an agreement on visa-free travel with European countries, such a foreigner, of course, will be able to enter Europe without a visa. However, this does not depend on the Ukrainian document, but on the foreigner's passport.

If, on the contrary, a foreigner is a citizen of a country with which European countries have established a visa regime for travel, then such a foreigner will need a visa to cross the border, regardless of whether he has a Ukrainian visa or not.
