Who doesn’t need an apostille in Ukraine: list of countries and exceptions

Ukraine has bilateral international agreements with a number of countries that cancel the requirement for additional authentication of official documents by affixing an apostille or undergoing consular legalization.

This means that documents issued by the government authorities of these countries are valid in the territory of Ukraine without any additional certification, and vice versa.

Below we explain which countries’ documents are accepted in Ukraine without an apostille or legalization.

The following countries' documents may be submitted in Ukraine without apostille or legalization:

  1. Bulgaria;
  2. Georgia;
  3. Estonia;
  4. Latvia;
  5. Lithuania;
  6. Macedonia;
  7. Moldova;
  8. Mongolia;
  9. Poland;
  10. Romania;
  11. Czech Republic;
  12. Serbia;
  13. Hungary;
  14. Uzbekistan.
During the period of martial law in Ukraine, temporary rules apply to documents from some other countries.

Documents issued before 24 February 2022 in the following countries are recognized in Ukraine without an apostille:

  1. Azerbaijan;
  2. Armenia;
  3. Kazakhstan;
  4. Kyrgyzstan;
  5. Tajikistan;
  6. Turkmenistan;
  7. russia.
Documents from the Republic of Belarus are accepted without an apostille regardless of their date of issue.
